The Treme actor and his wife Cora welcomed their second child, a daughter, on Saturday, Aug. 27. Phoebe Sylvia Rachel joins big brother Leo, 2�, in the True-Frost household. ?Cora and Phoebe are both doing great,? Jim tells People. ?We could not be happier.?
